Over the years dry cleaning operations have come under closer scrutiny with many states enacting Dry Cleaner Clean-up programs. These programs focus on identifying the extent and magnitude of releases associated with current and past operations, and remediating those impacts. At Liesch, we have assisted dry cleaner owners and operators with waste management issues, regulatory compliance issues, expansion permitting, and health and safety issues. Our staff also designed and implemented cost-effective remedial actions to deal with releases of dry cleaning solvents to soils and ground water.
Releases from past operations commonly occur from above/underground storage tanks, sanitary sewer hook-ups, or on-site drain-fields. Our work on numerous sites with varying operating conditions has enabled us to develop focused site characterization and cost-effective responses to releases. The goal is to develop a program that meets our client's environmental obligations and business goals in the most efficient manner possible.
ENVIRONMENTAL SITE ASSESSMENTS
Documentation of current environmental conditions of a site allows for definition of responsibilities and anticipated environmental costs in both buying and selling of properties. In addition, many investigation and clean-up programs require completion of an Environmental Site Assessment to enter the programs. We at Liesch have a decade of providing these services to both private and public sector clients.
PHASE II SITE INVESTIGATIONS
Subsurface characterization of site conditions and assessment of the extent and magnitude of a release is often completed during property transfers or in response to a release event. We have been in the business of defining subsurface releases since 1968 and have completed numerous projects concerning dry cleaning facility issues. This track record allows us to implement only the work necessary to define site conditions, thus fully assessing a site at the lowest cost possible.
REMEDIAL DESIGN & IMPLEMENTATION
Addressing releases at operating dry cleaning facilities often requires consideration of site limitations that do not interfere with efficient operations. Our practical experience in dealing with the dry cleaning chemicals and operating facilities allows us to develop response plans that can address impacts without negatively affecting operations. Not only do we design and implement remedial actions, but our team can oversee operations and maintenance of systems, so that specialized staff is not needed at your facility.
WASTE DISPOSAL SELECTION
At Liesch. our expert staff can assess your waste generation and current waste management protocols and contractors. If changes to protocols or contractors are suggested, we can identify and develop a plan to keep operations in compliance with applicable regulations, all at minimal cost.
REGULATORY LIAISON
When addressing environmental issues or expanding operations, companies are often required to interact with regulatory agencies. Here at Liesch, we can assist your operating team in interfacing with regulatory agencies in order to obtain reasonable and cost-effective resolutions of issues. We at Liesch can also work closely with your legal counsel to provide a seamless team representing your interests.
FACILITY AUDITS
Facility audits are often completed in order to assess current regulatory compliance at a facility as well as to develop a plan to address non-compliance activities. We can assist you and/or your legal counsel in identifying environmental regulations that apply to your facility, assessing compliance with those regulations, and developing a plan for becoming and staying current with regulatory obligations.
OSHA COMPLIANCE
We can assist in a more narrow regulatory review, focusing on OSHA compliance in the work place. This can be coordinated with owner/operators and/or legal counsel.
AIR PERMITTING
Expanding operations and changing air quality rules can require that facilities obtain or update air permits for the facility. We can assist you in identifying the regulatory requirements for your facility, completing the permitting process and assessing emission control options to determine the most cost-effective way to permit facility emissions.
HEALTH AND SAFETY PLANNING
At Liesch, we can also assist with health and safety planning at your facility. We can identify record keeping and training requirements, provide right-to-know and other required health and safety training and identify exposure reduction mechanisms, if warranted.
