The Globe

Project Background 
Liesch was contracted by the Saint Paul Port Authority to complete environmental investigation, response actions and pre-demolition abatement at the Globe Building Materials site in Saint Paul, Minnesota. The Property was occupied by a former shingle manufacturing plant. Soil borings identified the presence of ash and petroleum contamination and apparent crystalline naphthalene sludge in the soil. Analytical evidence identified high levels of contamination to 50 feet below grade, and elevated headspace readings were reported to extend to a depth of approximately 70 feet below grade.
Scope of Work 
Liesch completed an extensive investigation of above ground and below ground conditions at the Property. Above ground investigation included identification of hazardous materials requiring abatement prior to demolition of on-site structures (ACM, lead-based paint, fluorescent tubes, PCBs, mercury switches and miscellaneous chemicals), inventory of existing above-ground storage tanks and their contents and documentation of product transmission lines and their contents. Below ground investigation included the use of borings and test pits to identify the extent and magnitude of below ground soil and groundwater contamination. Unique to this site was the fact that a majority of the contamination existed beneath the existing manufacturing facility; therefore, a substantial portion of the investigation was completed inside the building beneath the existing floor slab. Based on the results of the above and below ground investigation, Liesch prepared a Response Action Plan consistent with the proposed development plans for the site. Liesch oversaw and documented all above and below ground remediation activities including: pre-demolition abatement of ACM, and lead-based paint, removal of industrial process equipment and miscellaneous chemicals, excavation and management of 30,000 tons of contaminated soils, and the processing and reuse of concrete on-site.
