BROWNFIELD REDEVELOPMENT PLANNING
Strategic planning of commercial/industrial redevelopment and addressing the environmental issues associated with sites is critical for a successful Brownfield redevelopment program. Liesch has partnered with cities, Housing and Redevelopment Authorities, and private developers in developing strategic planning for communities in the Midwest for years. Liesch can assist you in efforts by addressing anticipated environmental issues, strategies to address those environmental issues, developing anticipated response cost budgeting and acting as your technical representative with regulatory and granting agencies.
ASSESSMENT/GRANT PREPARATION/PROJECT FUNDING
Liesch works with our clients in preparing EPA Brownfield Grant and Revolving Loans applications and State Brownfield grant and loan program applications. Liesch has completed entire applications for our clients or has provided selected technical inserts and data for applications completed by clients. Liesch will evaluate other funding mechanisms to assess and remediate contaminated sites such as those available to address petroleum, dry cleaners, and agricultural chemical releases. Liesch has worked with many private developers (commercial and residential) and can assist with the identification of developers most appropriate for a specific project.
BROWNFIELD SITE INVESTIGATIONS
Investigations of sites are an integral part of the Brownfield redevelopment process. These investigations allow identification of environmental conditions that could limit or affect development if not addressed and allow better definition of anticipated costs for the full assessment and clean-up of sites. Liesch’s experience allows us to complete Quality Assurance Project Plans and Investigation Work Plans quickly and very cost-effectively, following format and content that has been approved by both State and Federal agencies. We have characterized sites dealing with all manner of environmental impact to soil, air and water. In addition, Liesch provides services for the decommissioning of old structures prior to demolition.
RESPONSE ACTION PLAN IMPLEMENTATION
Once the extent and magnitude of impact is defined, response actions that meet the regulatory requirements and development goals and objectives are established. Liesch has successfully developed Response Action Plans, Construction Contingency Plans, Plans/Specifications, and Health and Safety Documents for implementation of appropriate response actions for a site.
Response actions have included onsite management of impacted material (in-situ and on-site treatment) and off-site disposal of impacted media. If buildings need to be removed as part of development, Liesch can assess and coordinate pre-demolition asbestos abatement, lead paint management, and special and hazardous substance removal. Liesch has also designed and implemented supplemental systems such as sub-slab ventilation systems and site remedial systems that are incorporated into the final design of the development. Liesch can also provide bidding and contract administration services on your project.
