Hal is a Principal and Professional Engineer with Liesch. He is the head of Liesch's Airport Services group and the lead senior professional for the firm’s storm water and water resources activities. For over 30 years, Hal has worked with the Metropolitan Airports Commission (MAC) on a broad range of environmental management issues with particular focus around NPDES permitting and stormwater management.
Hal and his team guide airport clients with NPDES permitting by designing the construction and operation of facilities required to meet more stringent NPDES permit requirements. Hal also has significant experience with assessing, designing and implementing Aircraft De-Icing Fluid (ADF) management programs which involves containment, collection, recycling, and treatment of spent ADF fluid.
Hal directs his team in assisting clients in a wide variety of interrelated compliance issues such as, environmental site assessments, groundwater and soil assessment and remediation, air quality services, and wetland services.
Hal has a Master’s Degree in Business Administration with an emphasis in Finance from the University of Minnesota, Minneapolis/St. Paul campus and a Bachelor of Science degree in Civil Engineering from Iowa State University in Ames. He is a member of the American Society of Civil Engineers and the American Association of Airport Executives.
